CRC Naharlagun conducts social service

ITANAGAR, Aug 29: Christian Revival Church Naharlagun conducted a Social Service at F&G sector road which connects the 26 year old central church of APCRCC located at F-Sector.

Hundreds of church members participating in the social service cleared the blocked drains, filled that potholes and clean the roadside weeds. A JCB was also provided by the capital administration for the purpose.

Pastor of the church Hillang Taya thanked all, especially Er. Talo Potom, ADM cum Chief Estate Officer, who actively took part in the social service thus encouraging others and for providing a JCB.

 

Solung at Roing

ROING, Aug 29: The Solung Festival of Adi community will be celebrated centrally at Giigii Notko, Midland, Roing, Lower Dibang Valley district from September One next.

Pema Khandu, Minister of Tourism and Water Resource Development will attend the festival as chief guest and Bolin Chetia, MLA, Sadiya, Assam as guest of honour on September One.

ITANAGAR, Aug 29: Tai Tarang and Jamru Taji have been selected as chairman and secretary of Itanagar Bamboo Market Welfare Committee for a period of three years in a meeting held recently.

All Arunachal Registered Contractor Association (AARCA) has appointed Bamang Raman, Gichik Tachu and Jamru Tai as president, vice president and general secretary  respectively of the Kurung Kumey district AARCA unit for the session 2011-14.

 

Officers reshuffled

ITANAGAR, Aug 29: Commissioner and secretary (Education, IT, SC and Tech and civil aviation) has been posted as PWD secretary. But he will continue to handle the charges of the civil aviation; IT, science and technology departments, according to an official order vide No PERS/AIS-64/2011.

Tourism, T&H and cultural affairs secretary Bandana Deori has been posted as education and protocol secretary but will continue to handle the charges of cultural affairs and T & H Department. She has been replaced as tourism secretary by addl. PCCF (P&D) G N Sinha, who will hold the post in addition to his present charge.

Boleng ADC Komkar Dulom has been posted as deputy secretary in the civil secretariat and replaced by Likabali SDO Taho Mize; Khimiyang CO Jumkar Karbi has been posted as Likabali CO; state transport department GM Repo Ronya has been posted as SIRD director, while SIRD director Nyabin Ete has been posted as border affairs director and land management and SW joint secretary, replacing CN Longphai, who has been posted as the GM of transport department. IFCSAP appeals

ITANAGAR, Aug 29: In view of the Socio-Economic and Caste Census – 2011 being conducted  throughout the country including Arunachal Pradesh, the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) in a letter to Rural Development Department Commissioner urged him to justify the  status of Scheduled Tribes while enumerating the  religion in the Caste Census.

“It is very necessary to take care of while enumerating the religion in the Caste Census operation. The training related to this matter should be carefully provided to the officials and enumerators to ensure proper mentioning of religion under Code no 2 and Code No 3 of Census format,” the  Society said in its letter.

EKMZSU’s memo to DC

ITANAGAR, Aug 29: East Kameng Middle Zone Students’ Union in a letter appealed to the Deputy Commissioner, East Kameng District to direct the concerned authority to initiate strict checking of traffic movement within Seppa Township.

It also appealed the Deputy Commissioner to look into the BSNL network problem within Seppa Township and threatened to launch movement against BSNL authority, if the concerned authority fails to fulfill their demand within 15 days.

NGOs criticize reckless signing of MoAs on dam, demand white paper on upfront money

ITANAGAR, Aug 29: The Siang Bachao Andolan (SBA), Human Right Law Network-Arunachal Unit (HRLNW-AP), Global Human Rights Oranization (GHRO), Nefa Indigenous Human Rights Organization (NIHRO), Women Power Connect-AP and Arunachal Citizens’ Rights (ACR) expressed serious concern over reckless signing of Memorandum of Agreements (MoAs) for construction of Mega Dams in Arunachal Pradesh by the Govt. of Arunachal Pradesh with Private Power Developers.

In the mad rush for receiving unaccounted ‘upfront payment’ through the signing of MoAs, the Govt. of Arunachal Pradesh in particular and the Govt. of India have forgotten to plan any systematic means to tap the numerous water resources of  the state in any form, they said in a joint press statement.

However, without any specific approach to planning, many Hydro power Projects totaling to 148 MoU/MoAs have been entered into by the Government of Arunachal Pradesh till now.

The land owners or the “to be affected people” have never been informed of the plans for construction of the Dams which are really going to deprive thousands of Tribal villagers, of their Livelihoods, Agricultural/Horticultural Fields/Gardens, virgin forests and rivers, the release said.

They expressed surprise as to how so many inexperienced and never- heard-of private companies have been awarded very sensitive projects of construction of Dams, which in fact and actually requires vast experience and expertise to go ahead, the release opined.

“We are really astonished to see that some of the Arunachal Pradesh Firms and most interestingly, even Tours & Travels Pvt. Ltd. have been awarded the construction works without any open tender or bid and above all without any expertise and experience in the field of Dam constructions so far.”

“In a democratic set up of Government, as sensible citizens, we question the insensitive steps of the Government of Arunachal Pradesh, who have gone ahead for the mad rush of damming the pristine rivers without any planning which will drastically affect the people in the process of the construction of these projects.”

“Every MOA signed along with receipt of upfront payment means that the project becomes a fait accompli. Then why respect the law of our land – the environmental clearance, public hearing, forest clearance etc? The entire process under Environment Protection Act 1986 becomes a farce since the govt. is in debt to the developer. That debt can only be repaid if and only if the project kicks off,” the release said.

They urged the Government of Arunachal Pradesh to come out with a white paper on the upfront payments received so far from the Private Dam developers and also the expenditure statements of the same money, so that people come to know where the money received against his lands, rivers, waters and forests have gone. In the failure of the Government to come out with a white paper, we will be compelled to initiate vigorous judicial activism in the public interest, the release threatened.

Within a short span of time, Jarbom Gamlin led Government have signed 7 MoAs without the knowledge of to be affected people. All of the 7 MoAs have been signed on Siang Basin, flowing in West Siang and Upper Siang districts, it claimed.

 

Former minister calls for early de-reservation of Deopani  forest

ITANAGAR, Aug 29: Former minister Roding Pertin has urged the state Government to expedite the process of de-reservation of Deopani Reserve Forest under Lower Dibang Valley district.

In a letter addressed to state Chief Minister, Pertin  said  the Union Ministry of Environment and Forest had agreed to the State Govt’s proposal for de-reservation of the Deopani reserve forest under certain condition in 2004.

Though the MOEF could not materialize the proposal due to intervention of Supreme Court, the SC  later referred the  proposal  to CEC court for consideration and  the CEC had submitted its report  to SC in Oct 2009 for logical clearance of the proposal, Pertin said and  appealed the state Govt to pursue the matter in order to   mitigate the suffering of the people living in forest area.

Demand for de-reservation of the  Deopani Reserve Forests by people of many villages including Kangkong, Kalek, Parbuk, Mobang, Bolik, Kaling, Bolung, Ithili, Idili and Jia has been  in place for last several decades, but the demand remain unfulfilled so far, Pertin said.

 

Raj Bhawan reacts

ITANAGAR, Aug 29: Raj Bhawan today vehemently reacted to the Press statements of some organizations against it and the State Govt., which appeared in some local dailies on August 29 alleging “indifferent attitude” towards martyrdom  of  Pate Tasuk. The allegation was made ‘without obtaining any comments or views from the Raj Bhawan on the factual position’, a Raj Bhawan press statement released to the Press said.

“Being a former Chief of the Indian Army and the first citizen of the State, the Governor was deeply pained when the unfortunate news reached the State,”

Concerted efforts were made by the Raj Bhawan establishment on the directions of Governor to ensure that the mortal remains of brave soldier Lance Naik Pate Tasuk were brought back at the earliest and with full honours for which Army authorities in Jammu and Kashmir and Guwahati, apart from those in the State were contacted multiple times.

The ADC to the Governor paid due respects to the martyr when the body reached the Naharlagun helipad by laying a wreath on behalf of His Excellency. On the day of the burial, the personal condolence message from the Governor was conveyed to the family members through two ADCs who represented the Raj Bhawan.  His Excellency will also personally visit the family members of  Pate Tasuk to express the solidarity of all the people of the State in the loss suffered by the family.

Subsequently, the Governor and the Chief Minister also discussed telephonically on what best steps the State Govt. should take for proper rehabilitation of the next of kin of the deceased.

It is very unfortunate that instead of mourning the loss of a brave son of the State, certain individuals chose to lower the solemnity of the occasion and tried to mislead and misguide by making false and concocted statements for petty personal gains, the release said.

It is also regrettable that the media houses did not verify the facts with the Raj Bhawan administration before carrying such news items, it added.

 

Condolences pour in

ITANAGAR, Aug 29: The rank and file of Arunachal Pradesh Congress Committee (APCC) deeply mourned the death of  Lance Naik Pate Tasuk, who died in an encounter with militants at Kupwara, Srinagar on August 25.

In a condolence message, the party  said that the supreme sacrifice of Tasuk has proven the loyalty of Arunachalee towards the great nation. The Govt of India should recognize him as national hero and  honor his heroic deed.

The party members conveyed deep sense of condolence to bereaved family and prayed the Almighty to bestow enough strength to family members to bear the irreparable loss.

Meanwhile, the APCC urged upon the state Govt to provide  Govt job or a plot of land to the family member of Late Tasuk as a token of appreciation of his supreme sacrifice. The party also regretted its failure to attend funeral ceremony and reception progamme of Late Tasuk at Helipad due to communication gap.

Arunachal Pradesh Abo Tani Clans Youth Organiation also  condoled the death of brave soldier late Pate Tasuk. The members of the organizations conveyed heartfelt condolence to bereaved family and prayed for heavenly peace of departed soul.

All Palin, Chambang, Yangte, Gangte and Tarak-Langdi Students’ Union (APCYGTSU) also expressed deep shock over the untimely demise of young and brave soldier Pate Tasuk. The members of the union observed two minute’s silence as a mark of respect to the departed soul. However, it resented that no officials from Govt side were present at helipad to receive the body of Late Tasuk.

 

Socio-Economic & Caste Census in Tirap

KHONSA, Aug 29: A meeting for the successful conduct of Socio Economic Status base and Caste Census (SECC) in the district was held in the office chamber of the DC Tirap yesterday.

The DC cum Principal SECCO has urged the officers to work sincerely so that the census could be conducted smoothly and successfully.

The PD DRDA informed the modality for conduct of the census along with brief guidelines.

In the meeting the district plan was worked out for the successful conduct of the Census in the district by appointing BSECC and CSECC for all jurisdictions.

Further the BSECC and the CSECC were asked to appoint enumerators and supervisors in their respective jurisdictions and submit the Block plan by September 9.

Resentment over non-implementation of RGGVY schemes

ITANAGAR, Aug 29: All Arunachal Contractors Welfare Association (AACWA) in a meeting attended by Chambang Area Youth Forum and All Palin Chambang Yangte-Gangte Tarak Langdi Students Union at Itanagar today expressed concern over the delay in implementation of RGGVY scheme at Chambang.

After threadbare discussion, the house submitted a joint complaint to state power minister against the concerned department and agencies for non-implementation of RGGVY schemes. In order to implement the RGGVY scheme vide package No KK/Chambang-Gangte/KKED/Package –A/01 and Package No KK/Palin-Yangte/KKED/Package No E/01, the concerned department awarded work to two firms, but  not a single pole has been erected under the schemes after three years of awarding the  schemes to said firms, said the  complaint letter. The letter demanded immediate action against the implementing agencies and the officers  involved in implementation of the  said package and also demanded fresh tender under the scheme.

 

Workers union demand timely release of wages

ITANAGAR, Aug 29: All Arunachal Pradesh Workers’ Union in a letter to Chief Secretary regarding their earlier demand said that despite repeated appealed to chief secretary and the concerned authority, the contingency workers are not getting the monthly wages till today.

The union appealed to the Chief Secretary to summon a meeting with all the HoDs and finance department to sort out the grievances of workers and initiate immediate step for releasing of monthly wages within first week of every month.

The union further decided to stage a peaceful Dharna in front of Chief Secretary Office as its 1st phase agitation on September 12, if the demand of the union is not fulfilled.

Tuki calls for more power to EC

ITANAGAR, Aug 29: Arunachal Pradesh Congress Committee President (APCC) Nabam Tuki yesterday advocated for more legal and institutional power to Election Commission so that it can punish errant politicians who transgress and violate the electoral laws. Tuki was addressing the national conference on  ‘Urgency of electoral and political party reforms’ organized by the Forum for Good Governance (Rashtriya Jagriti Snasthan) at the IIC at New Delhi yesterday.

Eminet speakers, including Rajya Sabha member and ICCR president Dr Karan Singh, former Lok Sabha speakers P A Sangma and Balram Jhakar, Delhi Chief Minister Sheila Dikshit, Chief Election Commissioner Dr Y S Qurashi, also spoke on the crux of the problems and suggested remedies. Former Chief Justrtice of India J S Verma delivered the key note address.

Stating that EC’s rigorous measures have helped contain the mushrooming of “non-serious parties” getting registered with the EC,  Tuki, however, lamented that persons with criminal background continue to hold seats in Parliament and state assemblies despite the introduction of a law to prohibit the election of criminals to the legislative bodies (12 such candidates in Bihar and 17 in UP contested the 13th Lok Sabha elections)  and that political parties continue to spend astronomically during poll campaigns one way or another despite there being a legal limit on the amount of money a candidate can spend during campaigns fixed by the EC.

However, the measures such as introducing electronic voting machines, putting up electoral rolls on the EC’s website, introduction of electors’ photo identity cards, etc, have been huge successes, he said.

Tuki  claimed that the country’s middle class, “who won India’s independence” had abdicated electoral politics, giving rise to the trend of educated upper class ruling the roost and giving birth to movements such as that of Anna Hazare’s. “We need reforms that would secure socially responsible and ethical parties. Electoral reforms normally refer to the laws made by the EC such as the Goswami and Inderjit Gupta committees. Still steps are needed to be taken, like debarring, until cleared by the court, persons charge sheeted for offences of 5 years or more; auditing of accounts of political parties; checking defections; regulating by law the process of democratization in the internal working of political parties; putting restrictions on opinion polls to prevent an influence in voting,” he advocated.

 “Major political parties like the INC, BJP, etc, have to debate on the continuous process of evolving democracy and the electoral and political party reforms that runs through our democratic institutions,” he added.

 

KKSU’s education tour concludes

ITANAGAR, Aug 29: The Education Tour cum Literary Competition organized by the Kargu Kardi Students’ Union ( KKSU) concluded on August 27 at Yomcha.

The tour, which was  flagged off on August 19 at Aalo, covered all the Government schools of its jurisdiction, including Govt. Middle School Keak, Govt. Hr. Sec. School Kamba, Govt. Sec. School Darak, Govt. Hr. Sec. Schools of Tirbin, Liromoba and Yomcha and organized various literary events, such as debate, extempore and essay writing competitions and awareness programmmes. Atleast two students from each school in both senior and junior categories were selected  for the finals of literary the competitions which were organized at Yomcha coinciding with the unions’s foundation day on August 27.

Ngarik Gamlin, a class X student, was adjudged the best literarian. The toppers of the board examination were also felicitated on the occasion.

Jarpum Gamlin, CEO Sentinal and Kepu Kayi, Anchal Chairperson and Tujum Poyom, general secretary (AAPSU) attended the programme as chief guest, guest of honout and special guest respectively.

Earlier in the day,  Binya Ronya, president KKSU hoisted the union flag at the union office in presence of the executive members and the students.

 

Affected land owners to stage dharna

ITANAGAR, Aug 29: In protest against various ‘dictatorial compensation rate’ fixed for land and other assets of affected land owners of 4-lane road by the high power committee and other concern departments, the Hollongi Land Affected People’s Welfare Committee (HLAPWC) unanimously decided not to cooperate with the visiting official team for final assessment for land acquisition at Hollongi on August 30 and 31 next.

The committee will stage peaceful dharna and organize procession cum awareness campaign to educate the affected land owners about their rights at Chilu City Dabha near Hollongi Police Check Post on August 30.

On August 31 a procession would be taken out from Zero point Hollongi Market to Hollongi Bridge in support of Anna Hazre’s movement against corruption cum awareness campaign on Jan Lokpal Bill.

It clarified that by launching the movement the HLAPWC is not intended to block the development process initiated by the Govt but it adopted it as a medium to protest the dictatorial attitude of the Govt in a peaceful manner to address the grievances of the land affected people.

 

NYC appeals Govt to maintain ratio in departmental promotion

ITANAGAR, Aug 29: Nationalist Youth Congress (NYC), Arunachal Pradesh today alleged that  the state Govt, particularly environment and  forest department  failed to maintain the 80.20 ratio  in departmental promotion.

NYC general secretary Techi Solo further claimed that the forest department has promoted 11 non-APST deputy ranger to ranger (Group-B gazette) without following 80.20 ratio recently. Thus the APST  deputy rangers are deprived of their legitimate right to promotion, it said.

The  NYC appealed to the concerned department to revoke the promotional order, re-conduct DPC and strictly follow the 80:20 ratio so that more and more APST  officers could avail the promotion.

Vitamin A  and child mortality

 

Giving vitamin A supplements to children under the age of five in developing countries could save 600,000 lives a year, researchers claim.

Writing in the British Medical Journal, UK and Pakistani experts assessed 43 studies involving 200,000 children, and found deaths were cut by 24 per cent if children were given the vitamin. Taking it would also cut rates of measles and diarrhoea.

The body needs vitamin A for the visual and immune systems to work properly. It is found in foods including cheese, eggs, liver and oily fish.

The World Health Organization (WHO) estimates that, around the world, 190 million children under the age of five may have a vitamin A deficiency.

But despite widespread efforts, supplementation programmes do not reach all the children who could benefit.  Capsules are now distributed twice a year in at least 60 countries, with average annual coverage rates nearing 80 per cent.

They found vitamin A supplements reduced child mortality by 24 per cent in low- and middle-income countries.

Why there is no update on PDS case?

Dear Editor,

Through the column of your daily I would like to know where has SIC Chief MS Chauhan, who hit headline in local dallies and NE TV channel for some time in recent past gone hiding. He gave us glimpse of hope that finally all PDS accused will be arrested and that poor Arunachalee citizen will get justice. But just like special appearance in a movie, MS Chauhan has gone missing.

We public are wondering whether he is still posted in our state or whether he has been transferred to other  state. Being an IPS officer we expect professionalism attitude from him and hope he will give justice by arresting all PDS accused and put them behind bar. We understand the fact that PDS case will take time to be solved but why there has  been no update from Chauhan in this regard. Whether case is continuing or case has been stopped he must address to media fraternity, so that every corner of society may know the real fact of case and its status. By maintaining silence, Chauhan is doing great disservice to the tribal people of Arunachal. An IPS officer should act independently and bravely without being influenced by politicians. However if he continues to drag on this case, people will start doubting his credibility. Is he waiting for us to give missing report about him in various dailies? Why there is no update on PDS case?  We want Chauhan to answer to our queries.

Speed up road restoration work

Dear Editor,

The Sagalee-Doimukh road, which is also the lifeline of East Kameng district is still under restoration and not fit for heavy vehicles. Therefore, I, being a member of Seema Panchayat Youth Welfare Association, would like to request the owners of heavy vehicles like bus and truck not to ply vehicles on this road till it is declared fit for the same. I also request the PWD to  put proper traffic sign at critical points of the road for safety and security of  vehicle users and also request the Govt accelerate the road restoration work for the convenience of people.

Show some respect to brave soldier

Dear Editor,

We all are proud of brave soldier Lt Pate Tasuk who laid his life for the cause of the country. We pray for the departed soul and for his eternal peace. I appreciate all who were present during the condolence. I also appreciate AAPSU who have raised voice against the government for their in-different attitude towards late Pate Tasuk .

I have read in the news paper about ministers offering money on the occasion of festival, functions and for reality show. Each and every year it happens. Last year our Late CM  Dorjee Khandu had offered 10 Lacs to the realty show runner up for his contribution in bringing Arunachal Pradesh in national lime light. This shows how big hearted he was. Our present CM Jarbom Gamlin offered 5 lacs to the family of Lt Pate Tasuk who succumbed to bullets while fighting with militants. I would like to ask our CM is this the  price for a person who laid his life for the country? My dear CM, in today’s world that amount is not as worth as before. You offer only 5 Lakh to family of brave soldier but you are spending crores in sending your MLAs to foreign tour. I would like to request our Chief Minister to atleast offer a substantial amount or help some otherway, so that the family can survive or do something of their own. Lt Pate Tasuk has left behind his wife and two children. I request entire Arunachalee to come forward and offer helping hand to the family member of Lt Pate Tasuk.

I hope this letter will make our CM kind and open hearted
